I am amazed at the number of &quot;out of county&quot; plates I see driving downtown every morning. Perhaps those that live out of the county should be expected to contribute. Other cities charge a city &quot;payroll tax&quot; ( which applies to professional athletes when they come to town)..

Why don&#039;t ALL who use city services contribute?

So she does get out of Belmont/Hillsboro, not sure about the other neighborhoods you mentioned though.]]></description>
